Constitutional Amendment on the Removal of the President

Article II, Section 3, Clause 5 of the Constitution is amended to read as follows:

Whenever the Vice President and a two-thirds majority of the Senate sign a declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President. Thereafter the President shall resume the powers and duties of his office upon his declaration that he is capable of discharging the said powers and duties, or when the Vice President and Senate annul their previous declaration.

May I just offer as explanation for the amendment that I brought it forward.

The current method of such declarations requires the VP and a cabinet majority to sign to the effect that the President is unable to discharge his duties. Given the recent cabinet downsizing, I feel it prudent to remove such powers from the cabinet and felt that the Senate would be appropriate as a replacement. I upped the requirement of a cabinet majority to a Senate super-majority because we, unlike the cabinet, don't owe our jobs to Presidential appointment and so are more likely, all things being equal, to seek his removal generally. There remains, even without this, the back-up of the need for the VP's consent also.

I hope that explains the reasoning behind the amendment, but if anyone has any questions, please feel free to ask.
