National Zoo Privatization Bill

1. The Smithsonian National Zoological Park (National Zoo) is to be privatized through an auction.
2. The President is authorized to make any necessary rules and regulations relating to the privatization process.
3. The privatization of the National Zoo must be completed before the year 2007.

This is another Bill I introduced, on behalf of the President, in the Fourteenth Senate , which I, subsequently, reintroduced

However, due to the passing of the Cabinet Restructuring Act, I have had to alter Section 2 to read:

2. The President is authorized to make any necessary rules and regulations relating to the privatization process

It had previously read the Secretary of the Treasury but that post is no more and its duties and responsibilities are now vested in the President

Why is this horrible. Can any of you ever do anything beyond kneww-jerk moderation?
Why should the federal government be in the business of providing recreation facilities, especially when there are better zoos out there.

While, Senator Masterjedi and I don't vote together often, especially on free trade issues, here is why I agree with what he said... Senator Speedy can explain his own motivations to you.

No country on earth that I know of has privitized their zoos. Can you imagine what would happen if they or we did?... Imagine they get in the hands of the wrong owner. Animals suffer abuses, maybe they starve to death? Maybe they suffer from exposure to the wrong climates?

I say why risk harming the animals, when major zoos in metropolis cities like New York, Chicago, LA, and others do such a good job taking care of the beautiful wildlife, as well as being marked tourist attractions for any city.

Our Smithstonian Zoo is one of the world's most efficent and attractive parks. I'm not taking the risks that I mentioned above on one of our most pristine, and well invested projects.

Strawman. THere are already laws and regulations applying to private zoos, which include all the ones you mentioned. I don't see why this one would've been exempted.

And what empowers the Senate to create and maintain such a facility? Seriously, I'm curious.

Also, perhaps the GM could provide some data on how self-sustaining revenues from the zoo are. Is it supplemented by the general budget?

I'm not actually as opposed to the notion of privitising the national zoo as my esteemed colleagues. I would however prefer a different method of moving the zoo from our control. This though is an area where I can't claim any particular form of expertise. I would fear that selling off the zoo would lead to the very real possibility of the zoo ceasing to be in the near future.

Well, since no good arguments came forward to convince me that the National Zoo should be privatized I will not be voting in favor of this Bill. Nevertheless, bearing in mind the points raised by the Vice President and Senator Jas, I Abstain on this Bill
