The President needs to make a nomination; he can either nominate someone from outside directly to chief justice which would require one hearing, or he could nominate one of the sitting justices to chief justice and nominate someone from outside for an associate justice which would require two hearings. Either way, until the president makes a nomination, you can't do anything.
