Military Modernization and Readiness Bill

Recognizing that the age of mutually assured destruction and massive stockpiles of nuclear weapons has ended, and recognizing that future wars will depend on rapid deployment of Atlasian assets overseas, the Senate resolves that;

1. Four additional SSBN-726 Ohio Class submarines will be converted to SSGN-726 standard by the end of FY2010. The cost for this program is $1,600 million, spread out over three years. The Senate appropriates $400 million in FY2007 and FY2008 to conversions of the first two boats, and $800 million in FY2009 to cover the conversions of the second two boats.

2. Atlasia shall purchase 80 Boeing-767 aircraft and lease an additional 20 Boeing-767 from the Boeing Corp. and convert them to KC-767 Tanker specification by the end of FY2010. The total cost of the program shall be $22.4 billion, $7.4 billion in FY2007, and an additional $5 billion in FY2008, FY2009, and FY2010.

3. Atlasia shall purchase 42 C-17 aircraft from the Boeing Corp. with production ending in FY2010. The total cost of the program shall be $5.9 billion, $1.9 billion in FY2007, and an additional $1.0 billion in FY2008 through FY2011.

I stand strongly behind this bill. We need to keep our military as strong and easily deployable as possible.

I know some of my more liberal collegues could possibly be upset with me, but I support this bill... I believe we need to keep our millitary strong, but that doesn't mean that I believe in sending them off to wars that I believe to have no basis...

I stand behind my descision to give our millitary the best of the best.

Given Sen. Hawk's kind invitation to speak here I shall.

I am going to have to object to section 1 of the Military Modernization and Readiness Bill.  The reason the first four Ohios were converted from SSBN's to SSGN's was because the arms controls treaties we've signed limit us to 14 SSBN's, so we had the choice of either retiring the vessels or modifying them to the SSGN configuration.  The next four Ohios (SSBN-730 to SSBN-733) have just recently completed an upgrade that included replacing the C-4 Trident I missiles they had with the same D-5 Trident II missiles that already were in the remaining 10 Ohio-class subs (SSBN-734 to SSBN-743).  Altering any further SSBN-726's to the SSGN-726 configuration only makes sense if we are going to further reduce the size of our submarine launched ballistic missile force, and absent a new arms control treaty with the Russians, that is not something I could support.  Indeed, doing so would weaken, not strengthen our national defense.

I completely agree. If youre going to fight, why do it with spears when you could have tanks? Give em the best, I say, and so does this bill. Im in.

From the confirmation hearing:

'I am going to break ranks here; I oppose it as it stands. While I believe military upgrades are necessary as part of a long term change in world affairs, I do not believe bulk investment of this nature will help where it matters most; our troops. Until we can be 100% certain that each and every one of our troops on the ground and all our military personel have the equiptment, resource and financial support that they requre both on and off duty then we should not spend what has been outlined in the bill on other hardware.

I believe in a miltary funded from the bottom up. We can never be certain and in fact we pray that each plane, and each missile will never be put to use but we can be 100% sure that our soldiers will.

I will only support this bill if material and financial provision is made for our military personel.'


I would therefore urge the Senate to consider a possible amendment of the nature outlined above.

I, hereby, propose the following amendment on behalf of the Secretary of External Affairs

3. Atlasia shall invest in a three year programme beginning in FY2007  totaling $3.0 bn in order to provide up to date and efficient light weaponry, body armor, clothing, equipment, improved sanitation and accommodation and other such materials to every member of our armed forces within any field of combat or stationed at home or abroad.
