My absolutely ideal scenario would be fiscal hawk GOP president, with fiscally conservative, socially liberal Republican majorities in the house and senate)

Failing that, a democratic president with that congress...

and in reality the best scenario (unless the GOP wisens up) is the GOP to control the house (and the origin of budget bills) and democrats in the senate (controlling the judiciary)
