Patent Trolls are people/companies that register patents but don't do anything productive with them in the hope that some company will infringe upon them so they can go to court and sue.

The contrary view is that they are companies that lack the resources to act on their patents, so greedy (or lazy) companies don't bother to license valid patents.  The real problem with the patent system isn't patent trolls or thieves, its a patent system that is so out of whack that it is difficult to tell whether a patent should have been awarded and even if it should have been, issued whether what you are doing infringes on it.  making it so that patentability and patent liability are easier to determine would solve the real patent problem.  Targeting so-called patent trolls would only be treating the symptom.
