Why isn't the VP breaking the tie?

I've only ever known tie-breaks in the event of 5 Aye-5 Nay splits. Counting the non-voters as abstentions, it's 3:3:3, which I don't consider enough for it to pass

It has 6 yes or no votes which meets the constitutional standard for a quorum, so it would indeed be appropriate for the Veep to cast a tie-breaking vote.
