Both bad. But at least Dilma Rousseff was elected. Temer's administration has no legitimacy.

Both Dilma's and Temer's PMDB took part in corruption scandals when these parties were allies. That's why the excuse for the impeachment was not corruption, but the bad management of the budget. This is a "crime" that most of the state governors committed too.

Why did the impeachment happen? Dilma's approval rate was low because of the corruption scandals and the weak economy. But the leaders of the movement for the impeachment were business associations, corporate media and right-wing politicians. They want a reform in the welfare, in the labor legislation and cuts in the social expenditure. They know that an elected government would never follow these policies.
