Due to redistricting disputes, the following states held at-large elections for the House in 1932: KY, MN, MO, VA
KY 1927-1929: 8 Democrats, 3 Republicans 1929-1931: 2 Democrats, 9 Republicans 1931-1933: 9 Democrats, 2 Republicans
And in 1933, Democrats won all 9 seats.
Democrats held 8 of 9 seats in 1934.
Missouri- 1927-1929: 13 Democrats, 3 Republicans 1929-1931: 6 Democrats, 10 Republicans 1931-1933: 12 Democrats, 4 Republicans
Democrats won all 13 seats in 1932 and held 12 in 1934.
Minnesota- 1927-1929: 2 Farmer-Labor, 8 Republicans 1929-1931: 1 Farmer-Labor, 9 Republicans 1931-1933: 1 Farmer-Labor, 9 Republicans
In 1932, 5 FLers, 3 Republicans and 1 Democrat were elected.
In 1934, 5 Republicans, 3 FLers, and 1 Democrat were elected.
And the Virginia results shouldn't be too stunning
1927-1929: 10 Democrats 1929-1931: 7 Democrats, 3 Republicans* 1931-1933: 9 Democrats, 1 Republican
In 1933, 9 Democrats were elected. The next Republicans to be elected to Congress from Virginia were elected in 1952.
[*- Herbert Hoover really had a lot of coattails, didn't he? Granted, I'm pretty sure every Presidential victor from the late 19th Century or so until Eisenhower had coattails that elected a lot of guys who only won due to party affiliation]
In the scheme of things, this didn't cause any alteration of the balance, although in some years, electing 40 members though at-large elections could distort the House a bit.
