The tally on the Clause 4 amendment is 2 ayes, 3 nays, and 3 abstentions.  In which case I'm slightly curious as to what would be better since the current language is vague and the amendment attempts to clarify it.

The tally on the Clause 4 amendment is 2 ayes, 3 nays, and 3 abstentions.  In which case I'm slightly curious as to what would be better since the current language is vague and the amendment attempts to clarify it.

Possibly a flexible wage set by such a comission that would be able to set wages at near market prices or adjust wages independently of this Senate. Also it would allow for the Comission to set higher wages for those doing more dangerous or demanding public works projects and those with higher skill levels.

OK, the minimum wage amendment fails.  I propose replacing clause 4

The commission will have the power to set a flexible wage for the public works projects which is to be no lower than $7.35 an hour.

I have an amendment to propose:

In section 1, replace "the population" with "heads of households" and add a section 5.  "Jobs created under this Act shall be available only to a head of household or to one spouse in a married couple, as defined under the Internal Revenue Code of 1986."

I don't want this act being used to employ teenagers digging ditches to earn extra money for going on dates and the like.  Make work projects such as this should be limited only to those circumstances where no one in the household can find a job.

My abstentions on your suggested wages have been because they are so very much higher than the minimum wage in 3 regions (ME, MW and SE) that it raises concerns for me. I think that the wages for public works projects should be above the minimum wage but probably not as far ahead of it as you have so far suggested.

The wages I'm using for these amendments have only been slightly higher than the Nyman, D.C. wage.

I understand that, and that's why I didn't vote Nay to it. I would probably vote Aye on an amendment which set the wage at a set level above the minimum wage in the region where the work is being done.

We are voting on final passage:

Atlasian Unemployment Bill

1. The Atlasian Government pledges to keep a goal of less than 5% of the head of households unemployed.
2. The Atlasian Government, to combat the problem of unemployment, will create Public Works projects.  A Public Works Commission will be formed to create jobs for the unemployed.
3. The Atlasian Government will provide tax incentives to small business owners who employ ten people or more in times of employment crisis.
4. The commission will have the power to set a flexible wage for the public works projects which is to be no lower than $7.35 an hour.
5. Jobs created under this Act shall be available only to a head of household or to one spouse in a married couple, as defined under the Internal Revenue Code of 1986.
