The idea is quite shocking for it's time. However a similar idea was floated in 1940 during the war. And on the flip side Harold Wilson had private discussions about union with the US in the sixties.

Sounds to me like the French Prime Minister might have been a little drunk loved up on the idea of joining France with another country in holy matrimony.  Luckily for him he only had to wait until six months later to join up with another five...
