Hmm...the House has a larger Democratic majority, but there are fewer conservative Democrats in the Senate.

Note: talking about the average member, not the leadership.

In practicality...the house's rules don't force compromise...no need for a filabuster if a bill is too liberal (or was too conservative)...so the average member can afford to be more liberal

A good portion of the Democratic caucus in the house is comprised of "blue dog" conservative Democrats. Having said that, I would still call it more liberal as the majority is much larger than it is in the Senate.

As for the average member, still the House.  There are a lot of really, really liberal Democrats to offset the conservatives.

The House, of course. Ben Nelson is a far right-winger, and Joe Lieberman is a crazy warmonger.
