That Opinion Dyamics poll seems to be an outlier.

Rasmussen has consistently given him better ratings than every other pollster. His lowest score for Bush was 39% in December 2006, higher than any other pollster gave Bush during that month or either month on either side.

It wouldn't cross 50% just for the mere reason that there is such a partisan divide in the nation.  Even if he was loved by all, it's highly unlikely enough democrats would poll favorably for him.  That's why these things really are worthless while the person is in office.

There was a big partisan divide a few years back when he was polling above 50%. Bush's real problem is that he's polling at 24% among independants. Only Republican hacks are still with him.
