I propose the following amendment:

The text of this bill shall be struck and replaced by:

I see no need for the Federal Government to be engaging in the production of art that will mainly being seen only at local level, however the scholarly work in the humanities that the NEH did is worthy of being supported by the Federal government in my opinion, as it is largely not of local benefit only.

I would ask the sponsor of the bill, IIRC, it was you yourself who initiated F.L.9-7, so why now seek the reinstatement of these bodies?

Porce has had a "Road-to-Damascus" moment and I believe it involved some mother stabbing her baby in the womb with coat-hangar.

I changed my mind.  I believe the aims of these institutions are well-intentioned and a cause well worth pursuing.  The institutions were defunded and abolished for a number of reasons, none of which I particularly find relevant or useful today.

Point of order.  By my count, the vote on the amendment stands at 3 Ayes and 5 Nays, which means that if the other 2 Senators and the Vice President approve it, the amendment could still pass.

I'm operating under the assumption that Sen. Gully Foyle is on extended vacation, meaning a total of 9 active senators.

Nay. The baby of the NEH isn't valuable enough to bring back the bathwater of the NEA.

With 4 ayes and 4 nays, the bill ties.  It is presented to the Vice President.
