Is it possible that the American people endorse the wisdom of a divided government by electing Rudolph Giuliani President in November 2008 while Democrats retain the House and increase their majority in the Senate to a robust 54-46?

I could even see the Dems in the Senate at 55 or 56, even with a Giuiliani President. The house is more tricky. It would be difficult for the Republicans to win it back no matter what, but a Guiliani bid would be their best shot. I still doubt it would happen. That said, I think the Dems could even make a couple of net gains in the house, but only if the candidate isn't a populist like Guiliani.l

Since when is Giuliani a populist?

I'd have to say that Giuliani isn't a populist in any way.  Isn't a social populist or an economic populist.

Very; it happened with Reagan in '84, happened with Bush in '00. I think it's nearly impossible for the Dems not to gain at least 3 seats next cycle, but the Republicans could easily win the Presidency.
