Mississippi is MS. MI is Michigan, although he may have been able to win election there too given the racial problems that Detroit was already having. Anyhow, this is just more typical Mississippi crap. Hardly unusual.

I doubt Tolkien had much knowledge and interest in an obscure politician from a different country.  It's much more likely to have been a coincidence.

I believe Bilbo and current Senator Byrd (D-WV) had a mail exchange in the 1940s, in which Byrd expressed some frightening views, that caused him trouble in later life. In fairness, Byrd did later repudiate those views.

Even by 1930s Southern standards, Bilbo was an corrupt idiot. The other members of the Democrat Senate delegation recognized that and hid their shame in the least important committee available -- the Committee on DC.

Furthermore, you seem to regard Bilbo's support for the New Deal as a "bee in the bonnet." Wrong: He was a Huey Long-ite fascist who bankrupted his state just before his senate election.
