I think I just entered the record: https://uselectionatlas.org/RESULTS/state.php?year=1987&off=8&elect=1&fips=21&f=0

8 candidates won a county here. And 5 or 6 counties had the winner claiming less than 20%

The 2007 Kentucky Gubernatorial primary will probably have 6 candidates winning one county. So they can't top this.
