What an interesting conundrum.

We do not have a precedent on addressing ties when there is no Vice President, as far as I know.  I do recall that at my impeachment trial the prospect of a tie on two of the articles was met with the hypothetical result of not passing.

It would seem to me that this would thus be held in Limbo until we have a Vice-President to cast the tie-breaking vote.

It's not like the world is going to crumble if we can't pass this. Worst comes to worse it will be reintroduced in the next Senate and voted on accordingly.

Yeah, that awful bill is exactly why we need this one undeadlocked.  If it is important enough for Porce to try and filibuster Naso, then I guess he thinks it's pretty damn important.
