As with many of the GOP candidates, they seem to think it is still 2004.  Yes, the cultists, er, authortiarian fundementalists did turn out large for Bush in 2004.  And yes, they are excellent at turning a blind eye to any contradiction, hypocracy, or corruption as long as you give the right lip service once you have thier loyalty, and will accept even the lamest excuses for your misbehavior.  But Romeny isn't one of them, nor does he possess the sort of false piety to fool them into thinking he's one of them.  They're far more likely to follow Brownback, Huckabee, or even Thompson.

If he had half a brain he'd go after the millions and millions of disenfranchised conservatives who have been left out in the cold for almost the past decade.  Conservatives with libertarian leanings, Conservatives who believe in something other than a hate-filled vindictive God, conservatives who see freedom as more than just a buzzword.  He could actually get somewhere that way, and not sabotage himself with moderates for the general election.
