Correct, he was only person censured who was ore even became President.  He was also the only sitting President censured, even though it was later expunged.

The censure might have been related to the permitting charter of the Bank of the United States to expire.

James Monroe was censured while serving as Governor of Virginia.

For what it's worth, the first Senator to become president to have leagal action taken against him for raceteering was Harry S Truman, but only because of his ties with Tom Pendergrast.

There was serious consideration of it.  I've heard it said that had Bob Taft won the GOP nomination, MacArthur would have gotten the V.P. spot.
