Given how methane emissions from livestock are one of the leading causes of global warming, I would propose the creation of a cow fart tax to rein in the problem. You would attribute a tax to a certain cow based on average methane emissions and multiply it by the number of cows each farmer possessed. Since farmers are so obscenely subsidized, it wouldn't be a problem for them anyway, and we'd rein in one of the biggest sources of emissions. Thoughts?

Maybe he lives next to a cow farm and has to smell cow farts all day.  It's no surprise that he would support just about anything to abate that problem.

Why should we slaughter cows when they are so useful?  Elephants and rhinocerouses are bound to produce more methane than cows and they don't do anything for us!

If animal farts were that significant then we'd all be talking about how the dinosaurs farted themselves to death.

Well, I don't know of a policy that would discourage cattle ranching, but it's something that should be discouraged. Ignoring the greenhouse gas issue, cattle ranching is by far the most inefficient method of producing food. Sheep, pigs and chickens are far more efficient, and of course corn and wheat and other grains even more so.
