Sounds like one of the toughest campaign finance reform laws enacted to date in any state based on the text I've read.

It was a relatively good reform, but the problem was that it was disqualified by the Secretary of State (Mr. Bought & Paid For) who decided based on a ten year old precedent that without the passage of Measure 46, Measure 47 would not be enacted.  That decision by the Secretary was in outright defiance of the purpose of having a ballot initiative system in the first place.

I voted Yes on the initiative, and I am glad to see that Oregon is overhauling Campaign Finance. I must say that I found it odd, and disappointing that my county (Multnomah), one of the most liberal counties in the state, was one of two to vote no.
