Kansas. According to SurveyUSA, Kansas is more socially liberal than Ohio....and after the fall of that Kline fellow, Kansas has been trending dem. I bet they will break 40% by 2012.

Nebraska and Oklahoma have to be in the top 6 most conservative states.
