Of course. Seems like common sense to me.

However, idiot Tim Pawlenty doesn't think so. He says the restoration of this requirement in Minnesota budget (which we had up until that glorious governorship of Jesse Ventura) is why he vetoed the DFL tax reform bill.

Pure stupidity.
