I can see no amendments to this bill present in the debate. You considered adding an amendment but never presented it before the Senate. Therefore there are no amendments or motions to be voted on and we must continue voting.

BRTD proposed a list of nations he would like included on the list, therefore, this amendment should be voted on.

I don't believe it was presented as an amendment, and as the section of the bill which allows these proposals takes place only if the bill passes, the list would presumably voted on afterwards.

The bill has enough votes to fail.  Senators have 24 hours to change their votes.
