Guam Statehood Bill

1.) After a majority vote of the citizens of Guam voting in the affirmative for statehood in a referendum administered five days after the passage of this act by the territorial government of Guam, the Guam is hereby entered in the Union of Atlasia as the 52nd state under the name of Guam.

2.) Guam shall become a State in the Pacific.

3.) Guam shall be assigned to District 5 until the next round of redistricting when commensurate with the Constitution it shall be liable to be moved to another District.

4.) The State of Guam shall be given full rights from whichever district/region it’s placed into and be under full jurisdiction of the Atlasian constitution.

Noting that the population of Guam is far too small in comparison with even the smallest states, population-wise, such as Wyoming or North Dakota, I motion to replace the text of the bill with the following:

I. After a majority of vote by the citizens of Guam, Atlasian Samoa and the Northern Mariana Islands voting in the affirmative in a referendum administrated five days after the passage of this act by the territory governments of the commonwealths of Guam, Atlasian Samoa and the Northern Mariana Islands are hereby entered in the Union of Atlasia as a new state of Pacifica.
II. Pacifica shall become a state in the Pacific Region.
III. Pacifica shall be assigned to District 5 until the next round of redistricting when commensurate with the Constitution it shall be liable to be moved to another District.
IV. The state of Pacifica shall be given full rights under whichever region/district it is placed into and be under full jurisdiction of the Atlasian Constitution.
V. Section 2 of the Miscellany Act shall be amended, following a majority of the citizens of Guam, Atlasian Samoa and the Northern Mariana Islands voting in the affirmative to grant Pacifica statehood to contain a clause 6, the text of which shall be as follows: “Pacifica is contiguous to Alaska”, a clause 7, the text of which shall be as follows: “Pacifica is be contiguous to Hawaii”, and a clause 8, the text of which shall be as follows: “Pacifica is contiguous to California”.
VI. Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef and Wake Island shall be part of the state of Pacifica.
VII: Palmyra Atoll and Midway Island shall become part of the state of Hawaii.

Nay on the bill, regardless if the amendment passes for the practical reason that we have a fairly easy way to generate maps of our current 51 states as needed, but not one that includes this intended Pacifica.

Are these current estimates? I had just checked the Census website (I'd overlooked your post somehow) and for 2000 they've got Guam 154K, remaining Marianas 69K, East Samoa 57K. Guam and the Marianas have a similar Micronesian-Asian-White (in that order) racial mix, Samoa is homogenous Samoan and 3,500 miles away from the remainder of the proposed state.
