Bill Clinton easily. Signed great legislation like the crime bill, welfare reform, balanced budget, line-item veto (unfortunately SCOTUS overturned), Religious Freedom Restoration Act, 27th Amendment.

Obama was a disappointment in office and only looks good compare to the people standing beside him. Clinton signifies many of the worst trends of the new centrist agenda that also hit much of Europe. The free trade agreement, Don't Ask, Don't Tell, Telecommunications Act of 1996, Defense of Marriage Act, welfare reform, Glass-Steagal, bombing the factories in Sudan. Oh yeah, and sexual assaulting women. Bill Clinton was a stain in America's history, the man and his wife should not be celebrated by anyone with a moral consciousness.

A pretty relevant direct comparison is that Obama got healthcare reform done, while Bill Clinton failed hard when he tried.

If you mean strictly policy wise, Bill Clinton. He balanced the budget and his economic policies contributed to prosperity that his successors took advantage of.

Clinton overall. Really a discussion of Obama v. Clinton is a discussion of the 1990s vs the 2010s. I will choose the 1990s every time.

Obama is/was a far better man and leader from a moral/ethical standpoint than Bill Clinton will ever be. Obama was also a more (abet only slightly) principled leader from a policy standpoint as well. I also have to remind myself to give Obama the benefit of the doubt as up until Biden, Obama was dealt the worst hand of any President since FDR and while he most certainly could've done better, things could've also been a lot worse.

Having said that, Clinton was a much smarter/competent political operator and much better at political maneuvering than Obama, in fact Clinton was the most talented President since at least LBJ, if  not FDR in that respect. Clinton was also much better on the foreign policy front than Obama, I largely consider Obama a failure on that front. Clinton was also a much better leader of the Democratic Party than Obama was too as the Democrats suffered far more losses under Obama than they did Clinton

This, by and large.  He did, however, sign the repeal of Glass-Steagall, which contributed to the 2008 financial collapse.  He was better on social issues, although Obama was better behaved on a personal level.

Clinton was a weasel on NAFTA.  During the 1992 campaign, Bush 41 came out squarely for it, while Perot was unalterably opposed.  Clinton weaseled about his position, but when he came into office he signed NAFTA and got it ratified, largely because he wanted an accomplishment on his record.

Neither was a BAD President.  Both of them have been less than stellar ex-Presidents.  I suppose we can't all be Jimmy Carter.
