Ratification of the Kyoto Treaty

1. The Republic of Atlasia hereby ratifies the Kyoto Protocol to the United Nations Framework Convention on Climate Change as agreed in Japan in 1997.

I'd just like to jump in here and ask why we should ratify a treaty that nobody who has signed it has gone through with besides IIRC Switzerland because they said it would hurt their economies. And all countries have increased their admissions.

While the bill itself has merit, I don't think it is the right decision for Atlasia to ratify such a treaty.  Limiting our carbon emissions is something that we should do through our own right and our own laws, not what some international committee says.

Rather than signing up for arbitrary targets that are unlikely to met by 2012 save by crippling our economy, I think we would do better to simply go directly to implement measure to reduce emissions in an economically responsible manner such as the Carbon Tax Act I've introduced.  The money raised by the Carbon Tax could be used to either plug our budget deficit or reduce other taxes and thereby cause far less harm to the economy than the unenforceable cap and trade carbon emission credits of Kyoto that only serve to cause existing emitters to profit from what they've done to harm the environment.
