Holy crap, that wasn't just a careless mistake.  It really took some effort to get it that wrong.

Looking at it again, it looks like the background map is too small a scale.  That one might be a technical error, as opposed to stupidity.

That doesn't explain how Toulouse is east of Lyon.

Toulouse is off, but the rest would be right on a larger scale map.
No, Lyon and Cannes should both be East of Paris.
Strasbourg is directly north of Venice? No.
