Looking at it again, it looks like the background map is too small a scale.  That one might be a technical error, as opposed to stupidity.

That doesn't explain how Toulouse is east of Lyon.

Toulouse is off, but the rest would be right on a larger scale map.

No, Lyon and Cannes should both be East of Paris.

They could be forgiven. What would a person from Niger be called?

Nigerien is the usual term, with an 'e' to distinguish them from the Nigerians. I believe it's pronounced the same way, however.

You can distinguish them by saying "Nigerien" with a French accent.
