Suppose in 1939, President Franklin D. Roosevelt suffers a heart attack whilst at Warm Springs, Georgia. Thus, Vice President John Nance Garner of Texas is sworn in as 33rd President of the United States. In 1940, President Garner decides to run for re-election with Millard Tydings as his running mate. Their oppenents are Arthur Vandenburg and Thomas E. Dewey. In 1940, Garner is elected to his first full term.

How would John Nance Garner do as President?

As President, would Garner have introduced new legislation?

Would Garner have ran for a second term in 1944?

Would Garner have kept out of War until Pearl Harbor?

Yeah he never acted like he wanted the job. The better question is who would become the Democratic nominee in 1940.. In a bizarre way it might have ended up being Wendell Wilkie vs Arthur Vanderberg in 1940. (Surely Henry Wallace was too obscure at this stage? And Al Smith had long been discredited plus the Catholic problem so....)

Garner would have wanted the nomination in 1940 - whether he would have got it is by no means clear, though.

Why not? He ran in 1940 against Roosevelt.
