Is it 41?

I was thinking about this and realized for someone born in 1960, they would be 41 in 2001, at which point they'd hit 10 Presidents (Eisenhower, JFK, LBJ, Nixon, Ford, Carter, Reagan, George HW Bush, Clinton, George W Bush)

Is there any point in history where someone could be younger and this applies?

From a quick look, if you were born in february 1837 you would be 40 years old in february 1877 and be alive during 12 presidents (Jackson, Van Buren, Harrison, Tyler, Polk, Taylor, Fillmore, Pierce, Buchanan, Lincoln, Johnson, and Grant), and just one month later you would add number 13 (Hayes).

So here you would hit 10 presidents by the time you are 24 years old.

24 years and 2 days, to be precise if you were born on March 3, 1837 and made it to March 4 1861.

Immediately upon birth. There are more than ten world leaders holding the title of President right now.

Thing is that you don't really "live under" any president besides the president of whichever country that you reside in and/or hold citizenship of. (That is, if those countries have a "president as their head of state to begin with). Therefore, unless you have lived in and/or held citizenship of at least ten of those countries over the course of your life, then you have not "lived under ten presidents" by virtue of the fact that over ten countries on Earth throughout your life have ever had a president.
