Liberalization of Sex Laws Bill

1. F.L. 13-17, Unified Federal Territories Sex Crimes Act, is amended in the following ways:
a.) Section 3, clauses 1c, 1d, and 4 are repealed.
b.) Section 4 shall be amended to read "The act of bestiality, which is defined as gross sexual imposition, sexual assault, or the committing of a sexual act with an animal that is not a human being, shall be illegal.  Any person found guilty of bestiality shall be sentenced to no more than one year in jail and/or shall be fined no more than $2,000."
c.) Section 5, clause 1 is amended to read "Sexual acts relating to necrophilia, as defined in clause 2, shall be illegal.  Any person found guilty of sexual acts relating to necrophilia shall be sentenced to no more than one year in jail and/or shall be fined no more than $2,000.  Appropriate penalties relating to restrictions on cemetery visits and in particular contact with the family of the person whose corpse has been defiled may be applied by juries as they see fit."
d.) Section 6 is repealed.
e.) Section 7 is amended to read "It shall be legal to buy, possess and view pornography depicting only persons of 18 years of age or older."
f.) A new section, to be considered Section 8 and titled "Regarding Legal Status of Contraception," will be added to the bill to read "Any law restricting the legal access to contraceptive devices to any person on the basis of age or marital status is repealed."

This is why I am strongly opposed to passage. If the Senator is willing to remove this section then I will consider supporting this.

I'm not sure why we need to reduce penalties for some of these things, people who do this sort of stuff are going to do it, giving them a discount doesn't make much sense to me.

While I agree with the general idea that the Unified Federal Territories Sex Crimes Act is in need of some reform, cannot support this bill in it's current form.
There are aspects to most parts of this bill that need to be amended, but I should add here that I find the proposed liberalisation of the law as regards the raping of animals to be especially objectionable and I will not vote for any bill that liberalises the law in this particular area.

In addition to that, some clarification of what exactly constitutes a "contraceptive device" is needed.

The intent behind clauses b & c was to lower the penalties to the rates outlined in the original draft of the Unified Federal Territories Sex Crimes Act.  It's not like a big issue of mine, or anything, but I prefer to have more lenient treatment of convicts than is outlined in the current law.

My main objective here is to establish a uniform age of consent at 16.  While that is the current age, a few exceptions such as the ability to participate in group sex were made.  I'm not sure why I included them in the original bill, but absent a convincing reason to hold the discrepancy, I urge the repeal of the relevant clauses.

Hardly. I doubt there is anybody whose opinion on fucking goats is affected by the proposed punishment.

Will nobody think of the Goats!

It's the principle of the thing. It would also make the Senate look like a bunch of secret goat fuckers and that would be a bad thing also.

Liberalization of Sex Laws Bill

1c should stay in. Otherwise fine. The group sex stuff especially (shakes head in wonder at the Senate that passed this)
Sections 2 and 3 should be rewritten so that the boundary between statutory rape and child molestation is onset of puberty rather than a fixed age. Under the current law, an 18 year old who had consensual sex with a 13 year old, even if he didn't even know the other person's age, is sentenced to a minimum of 10 years in prison. That idea is, quite literally, revolting. Moving the boundary to onset of puberty is the easiest remedy I can think of, though I'm open to others (such as scrapping the minimum sentencing language).

1. The mention of "1c" to be struck from clause a
2. Clause d is reworded as "Section 6, Clause 2 is amended to read: 'Closely biologically related' is defined as to restrict sexual actions between a person and his or her biological ancestor, descendant, or sibling."
3. Clause e is reworded as "Section 7 is amended to read: "It shall be legal to view pornography depicting only persons of 18 years of age or older. It shall be legal for persons of 16 years of age or older to to buy and possess pornography depicting only persons of 18 years of age or older."

Before introducing an amendment to change 3: 2 and 3 I'd like to hear some of my colleagues' opinions on the matter.

These clauses (or be they sections? Or something else. Anyway...) are unnecessary and detract from the main thrust of the bill (which isn't perfect, but contains some useful (and needed) reforms in some areas).
