James Clappison, Con, Hertsmere.

Briefly a junior minister in the dying days of the Major government, and an opposition frontbench spokesman for a few years afterwards. Fairly obscure and likely to remain so.

He was the Tory candidate in both of the Bootle by-elections in 1990 (the winner of the first, Labour's Mike Carr, died just a few weeks after taking office).
