You should really look more at the national average in 2004 and then compare districts to that.  Bush beat Kerry by three percent and any district carried by Bush by less than that amount has a Democratic tilt.  Basically anything above MN-03 on the list has a Democratic tilt.

There aren't any other seats that could possibly be considered stolen other than that one.
