Probably not. It'll be pretty sad for Virginia Republicans if they go from 3 to 0 Senators so fast.

There are not 10 Democratic Senators vulnerable in 2012, no matter what. Presidential years are generally neutral unless the Presidential race is an extreme landslide.

+4 is within the margin for neutral, and the Republicans even gained a seat. It certainly wasn't even close to +10. But, of course, 2000 may be comparable to 2012 - six years after a large victory - which would indicate slight Republican gains of around 2-4 seats at most (especially given that 2012 will happen with an incumbent, probably Democratic, president, while 2000 happened with no incumbent running).

John Warner was a wonderful Senator, and if he were to run again, I would vote for him, unless Mark Warner ran against him.  Still, it would be great if he retires, because that's another senate seat for us.  I think if Mark Warner had ran against Allen, he would have won, even without Allen turning out to be a bigot.

When would Warner officially announce that he's not running or running?

Fairly late, since he's trying to lock up the primary for Tom Davis, and if he announces too early Davis almost certainly would get a conservative challenger.
