No, he was first elected in 1992. The guy who was a minister in the 1970s was Jack Cunningham, who stood down as the MP for Copeland (in Cumbria) at the last election.

He's originally from Scotland but has lived in Coventry for 30-odd years. He's from a blue-collar union background which is relatively unusual in the PLP nowadays. He defeated Dave Nellist, the Militant Tendency-supporting Labour MP who was expelled from the Labour Party in 1991 and stood as an independent in the 92 Election. The seat (then called Coventry South East) was a knife edge three way marginal between Official Labour, Independent Labour and the Tories that year.
