Member of the Privy Council (a few other things also IIRC). You have to be a Privy Counsellor in order to see Cabinet papers (so all members of the Cabinet are Rt Hon's). Sometimes other ministers or longserving backbench M.P's are made Privy Counsellors as an honour, while the leaders of the largest parties in the Commons (and also the First Ministers of Wales, Scotland and Northern Ireland) get to become Rt Hon's as well.
