He has done nothing wrong except not standing up to his bisexuality. What the  is the state of Minnesota doing - don't they have any more serious "crimes" to investigate into?

Propositioning a policeman in a public restroom is well understood to be a crime here.
What's wrong with seeking consensual sex? Huh (And he didn't proposition a "policeman", he propositioned a random stranger who happened to be a policeman. And only one who knew these signals - the ignorant would not have felt propositioned.)

Having sex in a public place is, near universally, against the law.
A locked bathroom stall is not a public place in any meaningful sense.
