This group is pointless.  In fact, regions are pretty much becoming pointless in my view.  Devolution of powers does not work when there are this few people in Atlasia.

I'm still in favor a Parliementary system like I designed in my proposed constitution, but I highlyl doubt that it'll pass.

Since we don't have a SoFA/census - can the Governors do their own count/use the one (I think it was Verily who counted) and start on the process so we don't interfere w/ December elections?

It's really all up to the governors if they want to open discussion immediately. After all, they can discuss things without a formal census, and even come to an agreement without one; only the actual passage of a districts map needs a census.

You can perform a census - it's just not legally binding.  But as long as it matches the one the SoFA publishes, it would speed up the process, because you could informally start the redistricting now.
