Not going to happen.  Even if the issues of the inhabitants being non-white, non-English speaking, and non-Protestant were resolved, they simply are too large.  Assuming we increase the size of the House to keep  House districts about the same size, the Philippines would have ~125 Representatives and Japan ~180.  Keeping Cuba was an option, but it never happened.

Phillippines is possible(if anyone but FDR was president in the crucial time period of 1944-45 we'd have 51 states) but not Japan.
