He does, at least, have the highest "Poor" ratings. (Well, except Bush.)

 When Kennedy started out in congress, his statewide approvals were quite low. They have grown slowly but steadily. This is because people feel like aside from his personal failings, he does his job well. He seems to earnestly care about doing a good job, and not have a corrupt bone in his body. His seat on appropriations also allows him to deliver for the district in a big way.
 
 I also think people have come to empathize with his substance abuse battle more than judge him for it.
