So no one else has to research it, Article V, Section 1, Clause 8 states:
Quote from: Article V, Section 1, Clause 8
Any political party of five or more members is considered to be an organized political party. The benefits of being an organized political party may be determined by the Senate by appropriate legislation.
Nay.

Tally on Final Vote
Aye: 0
Nay: 3 (Verily; Moderate; Ebowed)
Abstain: 1 (Sam)
Yet to Vote: 6 (afleitch; Al; Brandon; Earl; Lewis; Rob)
Given that 7 Aye votes are needed for a Constitutional Amendment to pass the Senate, and given 3 Nay votes and 1 declared abstention, this Amendment is failing and so Senators have 24 hours within which they may change their votes.

I assumed this was something Brandon picked up from DWTL—virtually everything from him in the queue is DWTL leftovers.
