Status quo/other.  The real solution would be to move the residents out of the city to open up the land for government use.  The capitol needs to be independent of states.

I thought the whole point of having the District was for residency issues for Congress.  You must be a resident of the STATE you represent, so if DC was made a state, we'd have to create a different District, or other non-state entity where the members of Congress could live, otherwise they would be a resident of DC.

Then again, it has been close to 20 years since I took a Civics class, so I could be totally wrong...

The point of having the district was so that no state would be able to hold any sort of undue power or influence over the capital or the federal government.  The idea was to prevent a state from holding the federal government hostage.  At the time, this was a very prudent idea, but in the 200+ years that have passed since then it has become unnecessary.  I doubt any of the states would have the ability or political will to do such a thing. 

Also, I'm pretty sure most members of Congress don't live in the district.  A lot of them have posh pads in Virginia and Maryland.

Exactly half of the Senate has a second home in Alexandria, Virginia. I don't know about the others, but I'd guess very few live in DC itself (mostly because Senators are generally not from cities and therefore don't like living in them and because the amount of non-ghetto in DC is quite small).

Cede everything except federal government property to Maryland.  This would make the capitol independent of the states, but put all residents and businesses in a state.

I realize this would create a patchwork of a district, but it would afford the residents of Washington more representation.

statehood while maintaining a tiny federal district that includes the capitol buildings.  sort of like the Vatican but probably with fewer residents.
