Honestly, if forced to choose between more money to embryonic stem cell research and an "initial investment" into adult stem cells, then I'd rather the money go toward adult cells.

This would not be an initial investment.  Adult stem cells have already been funded, which is why they are always heralded as the be-all and end-all to all of our problems by pro-lifers.

See? This is where we really need a gm. I'm wondering how much of that 50 million is already spent - I'd like to basically repeal that embryonic stem cell research act, but (obviously) not actually asking for money back, just for an end to spending.

It would be spent over the fiscal year.

It is clear that there is no longer serious debate occurring here.

It's not a serious bill, so why do we need serious debate?

Adult stem cell research is backed and funded by all sorts of pro-life groups.  There are no ethical restrictions on the research, either.

The government has absolutely no need to be funding it.

If cloture fails, I motion for another amendment to add to the end of 'Actions' "effective FY 2008."

Unless we want to spend $50 million on this shit every year.

Why?

Adult stem cell research got a head start when restrictions were placed on embryonic stem cell research.  As a result, ASCR has been adequately funded for a longer amount of time, especially by pro-life groups who want to prove that ESCR is unnecessary.  A one-time drop in the bucket to get research on ESCR started was thus beneficial in making up for the period of time where it was undergoing the regulations.

Oh, and also, the way the amendment is worded, this would be one lump sum of $50 million in one fiscal year's budget, not a continued appropriation for every year.

I shall withdraw the amendment.

But without a budget, that wouldn't really matter, would it.

As long as we have the budget, I would certainly use it as a resource to question the wisdom of this legislation.
