Proposed amendment

Section 2.

The Atlasian government will increase investment in embryonic stem cell research by a further $25 million.

Well, at least you spelled "research" correct, which certainly makes it a step up from the current Section 2.

I do object so far as that the bill does not clearly state whether this is a one-time investment of $25 million ($50 million in the original bill), or whether this is an increase of $25/50 million per year.

I only recently noticed that this money is $50 million in adult stem cell research to match the $50 million in embryonic stem cell research already approved by a past Senate.

I had misread the text initially, thinking this was just more money for embryonic stem cell research.  Which surprised me a bit, since DWTL was the original sponsor!  (I'm no longer surprised by the bill, FWIW.)

Honestly, if forced to choose between more money to embryonic stem cell research and an "initial investment" into adult stem cells, then I'd rather the money go toward adult cells.

It is clear that there is no longer serious debate occurring here.

It's not a serious bill, so why do we need serious debate?

Adult stem cell research is backed and funded by all sorts of pro-life groups.  There are no ethical restrictions on the research, either.

The government has absolutely no need to be funding it.

Well, on that same token, embryonic stem cell research is already extensively backed and funded by a number of states.  And, uh, by us.
