This has been bothering me for a while.

Public Access to the Legislative Record Bill

1.   All legislation passed in the Northeast shall be included in the Atlas Fantasy Wiki by January 1, 2008.
2.   All future legislation passed in the Northeast shall be posted on the Atlas Fantasy Wiki within ten days of its passage.
3.   The responsibility of maintaining records of all legislation passed in the Northeast shall fall to the Lieutenant Governor though this shall not be interpreted as to restrict others’ ability to maintain the legislative record.

A good idea from the ENC. I may propose some of the ENC's other suggestions this month as well, though I disagree with others.

ATM Gouging Prevention Bill

1.   An ATM, or automated teller machine, is defined as any machine which allows the deposit and/or withdrawal of money from a bank account or the transfer of money between bank accounts.
2.   Surcharges on transactions carried out at ATMs within the Northeast are hereby restricted to no more than 0.1% of the amount deposited, withdrawn or transferred, rounded down.
3.   This bill shall not be construed as to suggest or require said surcharges.


This proposal has been withdrawn.

I am primarily supporting this piece of legislation proposed by Senator Verily, because the last time I checked the NE legislation thread on the AtlasWiki, it was updated to either late 2005 or early 2006. Whilst other Atlasian regions Wiki's have been updated to the present time.

Well, passing a law to require someone to do work will only be successful if said person is willing to do the work.

Senator if this piece of legislation is approved by one more citizen of the Northeast, then it's successfully voted through on the weekend of October 19-21, then It would be my duty to fix up the NE Atlas Wiki. Which I would be happy to do as Lieutenant Governor.

I would like to point the proposed ATM Gouging Prevention Bill again, as it doesn't seem to have gotten any attention. If there isn't much support for the idea, I will withdraw it, but the lack of comments make me think maybe it just got missed in the rush (being at the bottom of the previous page probably didn't help).

Though at one time these charges were necessary to cover companies' costs in transferring funds, the digitization of such information and its communication via the internet reduces the cost of such transfers to nothing, meaning that all such charges are gouging. Companies can continue to do so because the practice is universal, and no company has shown the initiative to eliminate these costs though it might draw a customer base to them.

It is usually the common practice for a bank to charge $1 or $2 to people who are not account holders of their bank to use their ATM.  I think this is a reasonable way to offset the cost of servicing the ATMs while providing their use to their banking customers free of charge.  Further, the 0.01% fee on non-customers—$0.02 for every $20 withdrawn—is enough to guarantee that ATMs are a money-losing proposition for a bank.  We'd start seeing a drastic decrease in the number and availability of them.

If fees are objectionable, you have the right as a consumer to not use the ATM and seek out your own bank's ATM, which are almost universally free.

I'd much rather see a law addressing "account overdraft" fees, especially when banks are now advertising this as a service rather than what it is: a penalty.  If you think payday loans are bad, what do you think about charging customers a $30 fee for "allowing" a $2.00 debit card transaction at a coffee shop that sends an account into the negative?  (Or worse yet, charging an additional $30 fee for each separate overdraft, regardless of size.)

Health Insurance Option Restoration Act
1. No state, county, municipality, or other political subdivision within the Northeast Region shall impose a tax penalty based on a resident's decision to not purchase privately offered health insurance.
2. States, counties, municipalities, and other political subdivisions shall retain the option, where applicable, to impose tax penalties on businesses and corporations based on their refusal to offer health insurance coverage to employees.
