I'm not sure that anyone else would have ensured a Bush win, because I'm not sure that Vice-Presidential candidates have that much influence, but there were plenty of people he could have picked who would have been better candidates and helped him more than Cheney did (if anything, Cheney cost him votes, especially in 2004). But Cheney was more or less forced on Bush, I believe, by those forces in the Republican party who wanted to make sure that their interests were looked after.
