The amendment has timed out at 4-4-1, a tie.
In casting my vote to break the tie, I vote in favour.

I appreciate what the section tries to accomplish and am sympathetic to the reasoning behind it, I am not in full favour of this method of dealing with such matters.

With that I declare the amendment passed and say that no further votes will be held on this bill until the budgetary matter is settled.
