Open Borders Bill

1. F.L. 14-3, Return to Normalcy Act, is repealed.
2. F.L. 18-8, Illegal Immigrant Act, Section 2, Clause 1 is amended to read: "Any illegal alien who has not been convicted of terrorism charges (military tribunal convictions notwithstanding), nor has been convicted of an offence and sentenced to a term of imprisonment greater than 5 years in duration, may apply for citizenship one month after the passage of this act."
3. F.L. 19-1, Immigration Reform Act of 2007, Sections 14, 15, and 17 are repealed.
4. No person shall be denied access to social programs, including public education, on the basis of citizenship status.

I think "greater than 5 years" in the second item is too lax. Maybe 1 year or something like that.

Okay, I'll bite: What does abolishing the metric system have to do with a bill dealing with illegal immigration?

The bill's official purpose is encouraging open borders, not dealing with illegal immigration specifically.  One way to promote open borders is using a measurement system that the rest of the world uses.

I believe the US is one of three nations on earth not to have the metric system, or something insane like that.

I think "greater than 5 years" in the second item is too lax. Maybe 1 year or something like that.

The current stipulation is 1 year.  I would be okay with increasing it to 2 instead of 5 but I feel that the 1 year limit might exclude people over petty crimes like drug or prostitution offenses, depending on the leniency of the place they were sentenced.

I motion to add a friendly amendment, BTW:

"5. The ban on HIV-positive persons applying for citizenship is repealed."

I have a feeling we're going to wind up voting on this bill piece by piece.

No objection to the the friendly amendment, but I will motion to amend section four as follows:

Opening up the welfare system to people here illegally is ill advised.  Our population could quadruple overnight because of third worlders seeking "free money."

Our safety net programs have a place, but lets require people to actually be Atlasian before they can take advantage of the generosity of Atlasian tax payers.

(I can agree to allowing access to public education and emergency medical care because these things benefit the community as a whole, both illegal and those living among them.)

Perhaps an amendment to have fees optionally taken from their salary? (With bonus reductions, if it is more accepted)

Id like to amend my amendment to say:

3. F.L. 19-1, Immigration Reform Act of 2007, Sections 14, 15 and 17 are repealed.

5. Immigrants may have their immigration fees taken out of their paycheck each pay period. Doing so wil give them a 33% decrease on their immigration fees. In order to qualify for hte decrease, one must sign upo to have at least 50% of their fees taken out of their paycheck in consistent pay periods.
